What this PR does / why we need it:

It fixes firewalls verification when we are changing the destination IPs for the LBs. Without this fix, the firewalls will block traffic to LBs when switch IPs.

Which issue(s) this PR fixes:

It fixes the bug introduced in this PR:#109510. It was found during the internal e2e test.

Does this PR introduce a user-facing change?

No.

This change fixes the gce firewall update when the destination IPs are changing so that firewalls reflect the IP updates of the LBs.

Hi @sugangli. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
